Submit photos without recording

When walking I am not recording, yet often encounter obstructions in the bike lane and the sidewalk. The official city 311 app is incredibly laggy so it'd be nice to upload via dashcam.bike. I also never get updates on my 311 reports so it'd be nice to have those logged somewhere outside the city's app. Ideally, I would be able to quickly launch the app, take a photo, and submit
