They have an API and it is an Australia Wide tool used by almost every local government, state department, and private company.

In Australia, we have a similar app to 311 but we use Snap Send Solve. Perhaps integration with this app would be possible? Dont know if the api is public

Great idea! Unfortunately, their API only allows reading data, not creating reports. I have reached out to them to see what we can make happen.

Thanks Armin. For some reason I thought they allowed report creation. Hope you have some success, as it is a very ubiquitous system and would be a great way to cover Australia.
